DESCRIPTION OF SERVICES

• Position Overview: In need of 4 Business Analyst 3 candidates with expertise in Applications/Software Development. Candidates will be responsible for defining business solutions, translating business objectives into detailed requirements, and supporting solution development for the HHSC.

• Responsibilities:

  • Define business solution recommendations and translate business needs into detailed requirements.

  • Develop functional requirements, use cases, data mappings, data dictionaries, software specifications, and systems scope documentation.

  • Write test plans, test cases, and provide UAT quality assurance.

  • Lead teams of analysts to facilitate, document, analyze data, integrate, and train business users throughout the project lifecycle.

  • Conduct business and data analysis, documenting current business processes, and translating business requirements into functional specs using process flows, activity diagrams, and use cases.

  • Act as a liaison between business users and technical developers.

  • Assist with test data development, define data requirements for input forms, and trace functional data items to their data sources.

  • Analyze trends, define reporting KPIs/metrics, and collaborate with technical teams to develop reports in tools like Tableau and Cognos.

• Skills and Competencies:

  • Proficient in requirements gathering, business process analysis, and data analysis.

  • Strong ability to develop frameworks to address client problems, identify dependencies, and develop solutions to minimize risks.

  • Comfortable working in ambiguous environments and managing multiple tasks and priorities.

  • Collaborate with technical leads throughout the systems development lifecycle, from requirements gathering to deployment.

  • Capable of presenting complex ideas and solutions clearly to senior business leaders and users.

  • Able to generate new ideas for business solutions and mentor junior staff or clients.

• Minimum Requirements:

  • 8 years of experience with knowledge of Texas Vital Statistics laws, policies, procedures, and regulations.

  • 8 years of experience with MS Office Suite (Word, Excel, PowerPoint, Project, and Visio).

  • 8 years of experience with project planning and organization.

  • 8 years of experience with business analysis methodologies.

  • 8 years of experience with analyzing and evaluating complex information technology applications, policies, and issues.

  • 8 years of experience with developing creative and workable solutions to complex problems and issues.

  • 8 years of experience with effective verbal and written communication with individuals and groups.

  • 8 years of experience with using initiative and independent judgment, managing time effectively, and establishing priorities.

  • 8 years of experience with establishing and maintaining effective working relationships, including negotiating with multiple parties and resolving conflicts.

  • 8 years of experience with reading, interpreting, and understanding material to prepare concise reports or responses.

  • 8 years of experience with gathering, organizing, and analyzing facts, recommending solutions, and resolving work-related problems.

  • 8 years of experience with maintaining statistical and accounting records and producing data summaries.

  • Ability to manage small to medium-sized projects when needed.

  • Ability to create project work plans.

  • Ability to produce accurate work estimates and monitor progress.

• Work Environment & Expectations:

  • Regular attendance and work schedule in accordance with agency leave policies.

  • May require participation in disaster response, recovery, or Continuity of Operations (COOP) activation, potentially involving alternate shifts or work locations.

• Other Duties: As assigned by the Director of Administration, including additional responsibilities related to agency obligations or project development.
