DESCRIPTION OF SERVICES

Position Overview: In need of 4 Business Analyst 3 candidates with expertise in Applications/Software Development. Candidates will be responsible for defining business solutions, translating business objectives into detailed requirements, and supporting solution development for the HHSC.

Responsibilities:
-
Define business solution recommendations and translate business needs into detailed requirements.
-
Develop functional requirements, use cases, data mappings, data dictionaries, software specifications, and systems scope documentation.
-
Write test plans, test cases, and provide UAT quality assurance.
-
Lead teams of analysts to facilitate, document, analyze data, integrate, and train business users throughout the project lifecycle.
-
Conduct business and data analysis, documenting current business processes, and translating business requirements into functional specs using process flows, activity diagrams, and use cases.
-
Act as a liaison between business users and technical developers.
-
Assist with test data development, define data requirements for input forms, and trace functional data items to their data sources.

Analyze trends, define reporting KPIs/metrics, and collaborate with technical teams to develop reports in tools like Tableau and Cognos.

Proficient in requirements gathering, business process analysis, and data analysis.

Strong ability to develop frameworks to address client problems, identify dependencies, and develop solutions to minimize risks.

8 years of experience with knowledge of Texas Vital Statistics laws, policies, procedures, and regulations.

8 years of experience with MS Office Suite (Word, Excel, PowerPoint, Project, and Visio).

8 years of experience with project planning and organization.

8 years of experience with business analysis methodologies.

8 years of experience with analyzing and evaluating complex information technology applications, policies, and issues.

8 years of experience with developing creative and workable solutions to complex problems and issues.

8 years of experience with effective verbal and written communication with individuals and groups.

8 years of experience with using initiative and independent judgment, managing time effectively, and establishing priorities.

8 years of experience with establishing and maintaining effective working relationships, including negotiating with multiple parties and resolving conflicts.

8 years of experience with reading, interpreting, and understanding material to prepare concise reports or responses.

8 years of experience with gathering, organizing, and analyzing facts, recommending solutions, and resolving work-related problems.
