Job Summary: We are seeking a highly skilled JCIDS Requirements Analyst to support the development, validation, and documentation of capability requirements in alignment with Joint Capabilities Integration and Development System (JCIDS) processes. The ideal candidate will have experience in drafting JCIDS documents, applying DoD architecture frameworks, and ensuring compliance with Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 5123.01, Army Futures Command (AFC) policies, and other relevant guidance. This position requires expertise in capability development, DoD architectural frameworks, and Agile or project management methodologies. Clearance Level: Secret Key Responsibilities: – Develop and validate capability requirements following JCIDS processes. – Draft and refine JCIDS documents, including Initial Capability Documents (ICDs), Capability Development Documents (CDDs), and Capability Production Documents (CPDs). – Apply DoD Architecture Framework (DoDAF) principles to capability development. – Align capability requirements with Army Futures Command (AFC) and Functional Capability Council (FCC) policies and guidance. – Provide expertise in Mission Command (MC) and DoD Architecture Frameworks. – Collaborate with materiel developers, capability developers, and Army Futures Command (AFC) stakeholders. – Support capability development initiatives and Army experimentation efforts in a government contract environment. – Apply Agile or project management methodologies to capability development processes.
Required Qualifications: · Minimum of 5 years’ experience within the past 10, working as a Program Management Specialist · Knowledge of the Joint Capabilities Integration and Development System (JCIDS) process, particularly in developing and validating capability requirements. · Experience in drafting and refining JCIDS documents, including Initial Capability Documents (ICDs), Capability Development Documents (CDDs), and Capability Production Documents (CPDs). · Familiarity with Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 5123.01 and the Manual for the Operation of the JCIDS. · Understanding of the Department of Defense Architecture Framework (DoDAF) and its application to capability development. · Knowledge of Army Futures Command (AFC) and Functional Capability Council (FCC) policies and guidance relevant to JCIDS processes. · Ability to align capability requirements with DoD architectural principles and operational needs. · Comprehensive and working knowledge of MC and DoD Architecture Framework · Certification in Agile or comparable Project Management processes (PMP, CSM, CSPO, SA, PMI-ACP, etc.)
Desired Qualifications: · Operational experience (e.g. as a member of a Brigade-level or higher organization) with familiarity using Mission Command (MC) component systems, Army C2 Information Systems (C2IS), and Joint C2IS · Background expertise working with, or in coordination with: · Materiel developers (e.g. Program Executive Office (PEO) or Program Management (PM) offices) · Capability developers (e.g. Army Capabilities Manager Mission Command/Command Posts (ACM-MC/CP) · MC Capability Development Integration Directorate (MC CDID) · Army Futures Command (AFC) · Central Technical Support Facility (CTSF) · Test communities · Three or more years of experience in capability development and Army experimentation in a government contract environment, working with military, Government civilians, and Contractors |
